Since 2020, Youth Impact has partnered with the Government of Namibia to integrate Teaching at the Right Level (TaRL) nationwide through our Namibian affiliate, Meerkat Learning.

Context
​
Despite years of investment in infrastructure and having high access to education, Namibia has struggled to undo the legacy of educational inequality resulting from years of apartheid rule, and has an urgent need to improve learning outcomes. The 2023 high school pass rate was a dismal 20%. This challenge begins years earlier, with less than 10% of Grade 4–6 learners able to perform basic arithmetic operations. Students fall multiple grade levels behind and never acquire basic skills.

The intervention​
Teaching at the Right Level (TaRL) improves foundational numeracy and literacy outcomes in primary school children. Instead of grouping students by age or grade, TaRL uses fun techniques to teach them at the level they are currently at, ensuring every child gets the instruction they need to succeed.

Government partnership​
In 2020, TaRL Namibia was formally approved by Executive Director Ministry of Education, Arts and Culture Sanet Steenkamp. In 2022, we received regional approval for expansion into Khomas, ||Kharas, and Otjozondjupa regions. In 2024 we received our first official letter of endorsement from the Ministry of Education, Arts and Culture, marking a major step toward national integration.
