Elaine Umali-Trinos
Policy Specialist, Philippines
Elaine is an education development leader with 15+ years of experience in policy, systems reform, and large-scale programming across early years and primary education. Her work spans curriculum, pedagogy, teacher development, education in emergencies, and participatory research, with roles at Plan International, ChildFund, and Compassion International, and donor-funded programs with UNICEF, DFAT, and USAID. Most recently, she served as Deputy Chief of Party for Technical Programs on the ABC+ Project, leading foundational literacy and numeracy, instructional materials, teacher development, and learning recovery. She holds a BS from the University of the Philippines Diliman and a Master’s from the University of Melbourne (Australia Leadership Award, 2013–2014), and completed a Postgraduate Certificate in Project Management at the Asian Institute of Management.
