Jenny Perlman
Senior Lead, Innovation and Growth
Jenny Perlman has dedicated more than 25 years to advancing quality education for children and youth in low-resource contexts. Her work focuses on bridging the gap between research and practice, helping organizations and governments scale evidence-based solutions that deliver meaningful and lasting impact. Jenny is a Non-Resident Senior Fellow at the Brookings Institution, where she has co-authored influential publications on scaling in education, including Millions Learning: Scaling Up Quality Education in Developing Countries and Scaling Impact in Education for Transformative Change. Her work has shaped global conversations on how to move from promising pilots to sustained, system-level change. Earlier in her career, Jenny led the Women’s Refugee Commission’s education and youth portfolio, advancing policies and programs to support displaced children and young people. She holds a Master’s degree in International Affairs from Columbia University, where she was awarded a teaching scholarship, and a BA in Latin American Studies and Peace Studies from Colgate University.
